REDMOND YOUTH SOCCER ASSOCIATION
BYLAWS REVISED March 2010
ARTICLE I: Name
This organization shall be known as the Redmond Youth Soccer Association, hereinafter referred to as RYSA. This association is, and shall be known as; a non-profit organization constituted as an affiliated member of the Oregon Youth Soccer Association and shall operate on a perpetual basis.
ARTICLE II: Purpose
The purpose of RYSA shall be to teach, govern and promote all aspects, including sportsmanship, of the game of soccer among players who elect to participate under association sponsorship. RYSA shall engage in any lawful activity, none of which is for profit, for which corporations may be organized pursuant to Chapter 61 of the Oregon Revised Statutes.
The first priority shall be promotion of developmental soccer. This policy is established under the reasonable assumption that the program for older Classic players would not exist in the absence of the program for the younger developmental players.
The second priority of this association is to provide the competitive opportunity to its youth players, coaches and officials. This is accomplished through the Classic program.
ARTICLE III: Authority
The final authority of this Association shall be vested in an elected body known as the Board, which shall exercise the right of decision on all matters pertaining to Association affairs.
ARTICLE IV: Membership
Section 1:
Application of players desiring Participant membership in this Association shall be submitted to the Board in the format prescribed by the Board. An annual fee established by the Association, payable to the Association, shall accompany all applications. Acceptance by the Association of the foregoing shall constitute approval of the application providing there is space available, and the then Participant member shall abide by the rules and regulations of the Association. Participant members are players under age 19 and do not have any voting privileges on matters pertaining to Association affairs.
Section 2:
The Association shall provide secondary accident /injury athletic insurance for each Participant member listed on the roster of a member team and shall provide liability insurance for team officials, game officials and officers of the Association.
Section 3:
Association officers elected at the Annual General Meeting or elected by a majority vote of the Board to fill vacancies occurring during the subsequent Association fiscal year shall have full voting membership and may vote on all Association matters at all general and/or special Board meetings of the Association and during the Association Annual General Meeting.
ARTICLE V: Organization
Section 1:
The Board shall have the right of decisions on all matters pertaining to Association affairs. The Board will conduct the business of the Association and shall be composed of elected officers.
Section 2:
The term of office for elected officers shall be one (1) year, all terms to begin at the AGM. Members of the same family shall not be eligible to simultaneously hold the positions of President, Vice President, Secretary, Treasurer, or Registrar. Vacancies occurring subsequent to elections shall be filled by the majority vote of the Board.
Section 3:
Elected Officers and their duties shall be as follows:
A. PRESIDENT. This member shall supervise all activities of the Association and Board. This member shall chair the Executive Committee. This member will serve as chairman at all Association/ Board meetings. This member shall be the Registered Agent for the corporation with the State of Oregon. This member shall be the ex-officio head of all committees, and appoint other special officers as the need arises, or when requested by fifty percent or more of the elected officers. This member shall maintain a file for insurance claims. In member's capacity as chairman of the Board, member shall vote only in the case of a tie.
B: PRESIDENT-ELECT. This member shall assume the duties of the President in his/her absence and otherwise assist the President as required. This member shall also chair all fund-raising drives, serve as Association Parliamentarian, be a voting member of the Board, serve on the Executive Committee and be responsible for President-Elect recruitment.
C: SECRETARY. This member shall act as Business Manager and attend to all correspondence, records, reports, and mail. This member shall also record and prepare all meeting minutes to be read or distributed at subsequent meetings. This member shall be a voting member of the Board and shall serve on the Executive Committee.
D: TREASURER. It will be this member's responsibility to keep a financial record on all monetary transactions, including all incoming and outgoing monies. This member shall maintain a checking account with signature authority vested in the following: President, Treasurer and Secretary, with dual signatures required. This member shall recommend a budget for presentation at the annual meeting. The treasurer shall be a voting member of the Board and shall serve on the Executive Committee.
E: REGISTRAR. This member shall be responsible for certifying birth dates and all necessary registration forms and fees of all Association players for interclub or champion competition. All fees shall be given to the Treasurer for deposit. This member shall be a voting member of the Board.
F: HEAD COACH. This member shall be responsible for the following functions as they relate to coaching for the girls and boys teams:
1. To develop and carry out a Coach Development program including clinics, regular meetings of coaches during the Association season, and any other training-related activities as are appropriate;
2. Communicate to coaches, information of programs and Association policies and general information relating to the Association activities and team organization;
3. Coordinate the recruitment of coaches;
4. Coordinate with the Registrar the assignment of coaches to teams;
5. Report to the Board all matters related to coaching;
6. Coordinate field reservations with Parks and Rec. and schools for the season/year; and
7. Responsible for issuance, accountability and disposition of all balls, cones, corner flags, linesman flags and nets.
This member shall be a voting member of the Board.
Section 4:
Elected Directors and their duties shall be as follows:
A. TOURNAMENT DIRECTOR. This member shall chair a committee responsible for the coordination of the Central Oregon Shootout tournament. This member shall be responsible for the tournament budget, all aspects of promoting and staging of the tournament, and training the future tournament director. Committee members shall come from parents within club teams; one parent per team.
B. FUNDRAISING COORDINATOR. This member shall chair a committee responsible for the coordination of individual team fundraisers and business sponsorship programs, grant writing efforts, and donation programs. This member shall ensure that teams will not duplicate solicitation efforts with the business community. This member will also organize at least one fundraiser that involves all teams in the club. Committee members shall come from parents within club teams; one parent/team.
This member will serve on the Central Oregon Shootout tournament committee.
C. UNIFORM MANAGER. This member shall chair a committee to be responsible for the purchase, issuance and accountability of uniforms. Committee members shall come from parents within club teams; one parent/team.
D. FIELD MAINTENANCE MANAGER. This member shall chair a committee to be responsible for the purchase of field maintenance equipment and supplies. This member will organize and oversee field maintenance activities and related equipment, including field lining and goal posts placement. This member will oversee rental of equipment to other clubs. Committee members shall come from parents within club teams; one parent/team.
E. CLUB PROMOTION. This person shall chair a committee that promotes the club to potential members in the Redmond area. This person shall be responsible for informing soccer families associated with the COPRD and Latino communities. Committee members shall come from parents within club teams; one parent/team.
Section 6:
EXECUTIVE COMMITTEE. This committee shall consist of the President as Chairman, President-Elect, Secretary and Treasurer. The Executive Committee shall consider:
1. Such matters and problems of management or operation of the Association or Board as are brought before it.
2. Shall serve as a review committee for matters pertaining to protests or concerns regarding conduct of coaches, spectators, parents and/or players of Redmond teams.
3. Minutes will be kept and all activities of the Executive Committee will be reported to the full Board for review and/or ratifications.
4. A quorum of the Executive Committee shall consist of three (3) members.
Section 7:
FISCAL YEAR. The Association fiscal year begins January 1 and ends December 31. All rules and regulations are in effect during the twelve months of this time period. Except as specified, vacancies occurring subsequent to elections shall be filled by a majority vote of the Board.
Section 8:
REMOVAL OF ELECTED BOARD MEMBERS. Removal of an existing officer, Board Member, or Age-Level Representative will require a two-thirds (2/3) affirmative vote of the Board. Upon affirmative vote of the accredited delegates at such meeting, the office shall be declared vacant, and it shall be subsequently filled in accordance with these Bylaws.
Section 9:
OYSA REPRESENTATIVE. The President or a board member may act as the Association's representative to the Annual General Meeting of OYSA.
ARTICLE VI: Meetings
Section 1:
A quorum of the Board shall consist of four (4) voting members of the Board, including the President.
Section 2:
General and/or special meetings shall be held at a time and place specified by the President and the Board or Executive Committee. All meetings, except those of the Executive Committee shall be open to the public.
Section 3:
Attendance Policy: Three (3) unexcused absences from Board meetings shall constitute an automatic vacancy of that Board position. The Board shall elect a person to fill the vacated position. To be excused, an absence requires contact and notification of any Board member. The Board may also automatically vacate a Board position and elect a person to fill the vacated position if, in its judgment, the number of excused absences renders the Board member incapable of properly carrying out the duties of his/her office.
Section 4:
Annual General Meetings shall be held on or before March 15, each year, in accordance with OYSA, preceded by 15 days notification of the time and place to all officers and coaches. The order of business shall be as follows:

Section 5:
The rules contained in the current edition of Robert's Rules of Order, Newly Revised shall guide the Association in all cases to which they are applicable and in which they are not inconsistent with the bylaws and any special rules of order the Association may adopt.
Section 6:
A Nominating Committee, appointed by the Board and chaired by the Vice President, shall nominate officers, board members and age-Ievel representatives.
ARTICLE Vll: Bylaw Changes and Amendments
Section 1:
Changes or amendments to this Bylaws may be effected at the Annual General Meeting upon two-thirds (2/3) majority vote of the voting members present.
Section 2:
A proposed change or amendment to the Bylaws must be submitted in writing to the Secretary of the Association not later than thirty (30) days before the Annual General Meeting to be transmitted to Board members by the Secretary not later than fifteen (15) days prior to said meeting.
Section 3:
Any case in which these bylaws are in conflict or become in conflict with the Oregon Youth Soccer Association bylaws, the bylaws of Oregon Youth Soccer Association shall take precedence, and the Association bylaws shall be amended at the next Annual General Meeting to eliminate the cause of conflict.
Article VIII: Provisional Rules
The Board, by two-thirds (2/3) majority vote, may from time to time make temporary rules or regulations governing specific cases or occasions not provided for in these bylaws but which may be necessary for the carrying out of the objectives of this Association. Provisional rules so adopted will be submitted to the Association in accordance with Article VII as a proposal for a bylaw amendment.
ARTICLE IX: Player Registration, Proof of Age and Age Division
Section 1:
Player registration will be conducted in accordance with the rules and regulations of the Redmond Youth Soccer Association and the Oregon Youth Soccer Association.
Section 2:
All players shall be required to furnish proof of age in accordance with the rules and regulations of the Association and the associations.
Section 3:
After filling of team roster, coach shall not permit a player to play in any game whatsoever unless that player is properly listed and assigned by the Registrar to a team roster.
Section 4:
Teams will be organized by age and will play in age divisions specified by the Redmond Youth Soccer Association and the scheduling association with which it is affiliated.
Section 5:
A player shall be allowed to play up a maximum of two (2) years above his actual age with board approval. Board approval must be obtained each year.
Section 6:
Refunds of registration fees shall not be made after the first week of seasonal play as noted on the registration card.
ARTICLE X: Player Assignment
Section 1:
All teams must have nine (9) or more players on the roster who are eligible for that age level.
Section 2:
The head coach in accordance with Board policy will assign players to teams and give completed rosters the Registrar.
ARTICLE XI: Team Size
Section 1:
The maximum number of player per team shall be as follows
U8 = Twelve (12)
U10 = Fourteen (14)
U12 = Eighteen (18)
Classic = Eighteen (18)
Section 2:
The Board may drop players from a team roster for disciplinary reasons or other reasons satisfactory to the Executive Committee upon approval.
ARTICLE Xll: Uniforms and Equipment
Section 1:
The Association is responsible for the purchase and disposition of all uniforms and equipment for the playing season. All players must provide their own shin guards and wear them for practices and games
Section 2:
The proper Classic uniform shall consist of: One (I) pair or shorts, two (2) pairs of socks and one (I) shirt that are the RYSA colors.
Section 3:
The Association shall issue uniforms for all players. No player of a member team shall be permitted on the field of play without the proper uniform.
Section 4:
Team color will be maroon and white
Section 5:
Practice balls and disc cones will be issued each team.
ARTICLE XIII: Fundraising
Any and all fundraising activities must be approved by the Fundraising Coordinator. Funds raised by any RYSA team, if not used and the team disbands, shall be designated to the RYSA general fund. All funds raised must be placed with the RYSA Treasurer for safekeeping and dispersal to the RYSA team raising the funds. This is for tax-exempt purposes.
ARTICLE X1V: Athletic Policy
Section 1:
Except for disciplinary reasons or injury, every recreational (U-6 through U-14) player present and in proper uniform at game time shall play at least one-half of every game. Recreational player shall be defined as participation in a league not administered by OYSA (eg. Kids Sports of Eugene or leagues limiting play to Central Oregon).
Disciplinary actions shall not be taken against players because of mistakes, lack of soccer skills, or lack of athletic ability. A coach or parent may petition the Board in writing for modification of this policy regarding specific players. At the U-8 level, teams shall field seven (7) players to start a game; at U-10, teams shall field nine (9); at U-12 and U-14, teams shall field eleven (11).
Section 2:
All games other than those played within the membership of Redmond Youth Soccer Association and Oregon Youth Soccer Association must have prior approval.
Section 3:
All games played on RYSA fields other than regular season games shall be coordinated through the FIELD MAINTENACE MANAGER or delegate. A qualified referee must be appointed to officiate at these games. Any scrimmage shall not require a referee.
Section 4:
The Association seasonal year shall be May 1 to April 30 of the following year.
Section 5:
From time to time, some players may exhibit behaviors that are extremely disruptive to team practices and games. In such cases, coaches may petition the Board in writing with witnessed documentation for removal of the player from the team roster. The Executive Board may, after examining the documentation and giving the player's parents a reasonable opportunity to be heard, deny the coach's request, transfer the player to another team (if accepted), or remove the player from the Association roster for the balance of the season. If the player is removed from the Association roster, the player's parents shall receive a pro-rated reimbursement of the player's registration fee after Association receipt of the player's full uniform.
Section 6:
Red card (ejection) will draw a minimum of a one (1) game suspension. The suspension shall take place on the next game played. This applies to both players and coaches. If a player receives a second red card during the season he/she shall be suspended for a minimum of two (2) succeeding games. If a coach receives a second red card for his/her misconduct during the season, he/ she shall be suspended from coaching in RYSA games for one (I) year, from date of the second infraction.
ARTICLE XV: Policies Relating To Coaches
Section 1:
A coach must have Board approval to coach more than one team.
Section 2:
All coach resignations shall be made in writing and directed to the Redmond Youth Soccer Association Board.
Section 3:
Regarding the conduct of coaches, if investigation by the Executive Committee serving as Conduct Committee establishes that by word or action a coach is using methods or displaying conduct inconsistent with the principles of sportsmanship, gentlemanly conduct or fair play, the Committee may recommend to the Board such disciplinary action as is warranted. Disciplinary action shall range from and include warnings, letter of reprimand, suspension and termination of coaching privileges. Regarding specific acts of misconduct, the Association
adopts and supports as a guide, the OYSA RULES OF CONDUCT as applicable to coaches. Upon two-thirds (2/3) majority vote of the Board, an Association coach may be removed from the roster of his team and denied coaching privileges of the Association. Appeal in writing by a coach subject to disciplinary action outlining corrective action to be taken to assure no further violations will be considered by the Board. An appearance by the coach subject to disciplinary action before the Executive Committee to review the appeal will be required before the Board makes a final decision.
Section 4:
Each team shall have only one (1) designated coach and only one (1) designated assistant coach.
Section 5:
All designated coaches and assistant coaches shall attend activities organized by the Club Head Coach including clinics and seminars during the playing year.
ARTICLE XVI: Companion Bylaws and Policies
Section 1:
The Board may from time to time adopt and amend companion sets of bylaws and policies to govern Association participation in special programs.
ARTICLE XIX: Dissolution of Association
Should the Association be dissolved, all monetary and physical assets remaining after payment of all debts shall be turned over to the Redmond High School soccer program or other non-profit organization for the purpose of a Redmond youth soccer program.
